I think it was around V12 they started to use youtube-dl to fetch YouTube videos and that may take up more resources to work, which is why 11.6.0 still worked for you. I'm assuming you want it to be "Web" with "Vodcasts" inside it. I thought it may be because you have a comma in "Web,Vodcasts" which just shows the one folder with that name.
